Only reason I’d say to cut now is to get a little bit more runway to gain - but only for comfort reasons. IMO at 5’9 you shouldn’t be ending a bulk at 166 unless you started at like 130. What was your starting point and how long did it last? What did your training look like and how much did you progress? If you can’t successfully bulk (especially an early one in your training career based on your physique and stats), very unlikely you’re going to look good/better at the end of the subsequent cut. I’d figure out where you went wrong with your current bulk first.
